Retail HSA applications work differently from other benefit enrollments. They don’t start with an employer file or an existing member record. Instead, an agent or admin sends a secure link or starts the application with a customer in person.
Who can do this
Almost all roles can send or start a retail HSA application, but your role determines which divisions you can do this for and which application details you can view.
Organization and partner admins can send or start an application across the divisions in their retail HSA organization.
Organization group admins can view opened accounts across their organization’s divisions, but can't send, start, or track applications.
Agents and division admins can send an application or start one in person in each organization or division where they have access.
About agents
The agent role was created to support the retail HSA benefit program. They should only be created for an organization or division assigned to a retail HSA program. Agents have limited access to other admin tools, including benefit funding, organization banking, and payroll.
Agents (and division admins) cannot view a retail HSA applicant’s submitted information or the reason for a Pending or Denied status.
Getting to the retail HSA Dashboard
Sending and starting a retail HSA application starts from the HSA Dashboard.
Division admins, agents, and organization admins select HSA Dashboard from the navigation menu.
Partner admins select Organizations, choose the Retail HSA organization, then select the HSA Dashboard tab.

Review application details before sending
You can’t recall an application after it’s sent.
From the HSA Dashboard, start a new application.
Agents and division admins select Send an HSA Application.
Organization and partner admins select New Application, then choose Send an Application.
Enter the applicant's information. First Name, Last Name, and Email Address are required. Middle Name and Mobile Phone Number are optional.
Fill in Internal Details. These are for your own tracking and are not shown to the applicant. All roles can add an optional Attribution ID. If you have access to more than one division, you must also choose the Division the application belongs to. Organization and partner admins must also choose an Admin.
Confirm the information and select Send Application.
The applicant receives an email with a secure link to complete the application. Each link works for up to 72 hours after it’s sent and can be reopened while it’s active.
Replacement requests end after 30 days
If a link expires, the applicant can request a replacement up to three times within 30 days of the original invitation. After that, they can contact the sender to request a new application.
Start an application in person
If a customer is applying in person, you can start and complete the application together instead of sending a link.
From the HSA Dashboard, start the application.
Agents and division admins select Open an HSA.
Organization and partner admins select New Application, then Start an Application.
Walk through the three steps together:
HSA Eligibility, Complete HSA Application, and Review & Submit Application.
On the review step, complete any Internal Details shown and have the applicant confirm their information is accurate.
Select Submit Application.
After you submit, you'll see one of these results:
Approved. The screen confirms the account is open and covers what’s next for the member: their welcome email, account setup, and card availability.
Pending. The applicant’s identity needs further review. The screen may list supporting documents and offer an upload option. Uploading documents does not guarantee approval.
Denied. The application wasn't approved. Direct the applicant to contact support with questions.
Track retail HSA applications
Once you've sent or started an application, you can check its progress at any time. See Track a retail HSA application.
